It is unclear what type of model aircraft\u00a0came close to a UK passenger plane, as the user has not been traced<\/em><\/p>\n

With more than half of Amateur Photographer<\/em> (AP) readers in\u00a0a recent survey saying they want to try their hand at drone photography, perhaps it\u2019s not surprising that the unmanned devices have been dubbed a \u2018must-have\u2019 Christmas gift.<\/p>\n

AP has learned that sales at the consumer electronics chain Maplin have soared 450% in the past few weeks, and online retailer Firebox says demand has trebled since last year as they become \u2018more affordable and accessible\u2019.<\/p>\n

Drone safety<\/a> has been called into question recently, and comes as an official report into an incident at Heathrow over the summer\u00a0today reveals, alarmingly, that an \u2018unidentified model helicopter\u2019 came within \u201820ft\u2019 of the wing of a plane as it came into land.<\/p>\n

The incident occurred on \u00a022 July 2014, at 2.16pm.<\/p>\n

The A320 pilot reported the following to the UK Airprox Board: \u2018He stated that a small black object was seen to the left of the aircraft as they passed 700ft in the descent, which passed about 20ft over the wing.<\/p>\n

\u2018It appeared to be a small radio-controlled helicopter.<\/p>\n

\u2018The object did not strike his aircraft and he made a normal landing but it was a distraction during a critical phase of flight.\u2019<\/p>\n

The Airprox report, seen by AP this morning, adds: \u2018Despite extensive tracing action and the proactive assistance of local model-flying-club members, it was not possible to trace the operator of the model aircraft in question.\u2019<\/p>\n

The device did not appear on radar.<\/p>\n

Though a drone operator is ultimately responsible for his or her device, AP wondered what safety guidance is available to a wannabe drone \u2018pilot\u2019.<\/p>\n

Oliver Meakin, managing director at Maplin Direct, said: \u2018Some concerns have been raised about consumers buying drones and being unaware of the regulations.<\/p>\n

\u2018Maplin has asked its main suppliers to include a leaflet covering the appropriate regulations, as well as training all store colleagues to advise customers of their responsibilities\u2019 (see link\u00a0below).<\/p>\n

Firebox\u2019s most popular drone is the Parrot AR Drone 2.0 Elite Edition, costing around \u00a3300, one of three models it sells.<\/p>\n

Parrot says it supplies a \u2018quick start\u2019 guide with all its drones, containing basic information on where, and how, people can and can\u2019t fly them.<\/p>\n\"parrotscreen.web\"<\/a>\n

The Parrot Rolling Spider, which houses a built-in camera, can be controlled from up to 20m away, using a smartphone.<\/p>\n

Guidance supplied with the \u00a390 \u2018minidrone\u2019 states it is only designed for \u2018recreation, entertainment and competitions between model aircraft\u2019.<\/p>\n

\u2018The pilot must directly control the flight path of his or her Parrot Rolling Spider at all times in order to avoid any obstacles, and must take care only to use it in suitable locations chosen to ensure that people, animals and property remain safe at all times.\u2019<\/p>\n

The guidance adds: \u2018The use of the Parrot Rolling Spider in some public areas (for instance, train stations, trains, airports, aircraft, etc.) may be prohibited.<\/p>\n

\u2018You should check whether the use of the Parrot Rolling Spider is permitted before using it in public areas or public transport.\u2019<\/p>\n

It also warns users to steer clear of hazards such as powerlines, trees and buildings, and to \u2018respect people\u2019s privacy\u2019:\u00a0\u2018Do not record and\/or circulate any person\u2019s picture without their consent.\u2019<\/p>\n

Advice for the larger AR Drone 2.0 adds that its use for \u2018surveillance or espionage is strictly forbidden and could result in your prosecution under the law\u2019.<\/p>\n

However, Parrot\u2019s guidance\u00a0falls short of outlining the specific distance safety regulations, as laid down by the UK\u2019s air regulator. That said, a Parrot customer helpline is available for people unclear of the rules.<\/p>\n\"maplin\"<\/a>\n

Maplin says drone\u00a0sales have rocketed by 450% in recent weeks<\/em><\/p>\n

Electronics retailer Maplin operates more than 200 stores across the UK and Ireland, selling a range of drones including the popular DJI Phantom quadcopter, costing around \u00a3370.<\/p>\n

Posing as a prospective customer, AP\u2019s news editor contacted Maplin, seeking safety advice after spotting one in the window of a store on the Strand in London.<\/p>\n

He asked: \u2018I am thinking of ordering a DJI drone for Christmas after seeing one in the window of one of your stores, but I wondered what the rules are on using them? <\/em><\/p>\n

\u2018Do I need a licence and\/or permission from anyone to operate a drone and what are the safety rules, if any? <\/em><\/p>\n

\u2018I live in central London and want to use the drone for taking photos, just for my own use, not to sell or anything.\u2019<\/em><\/p>\n

In response, a customer service advisor provided a link to the chain\u2019s guide to \u2018Responsible flying of Remote Controlled Aircraft<\/em>\u2019.<\/p>\n

The guide makes clear that the drone must be within the pilot\u2019s sight at all times.<\/p>\n

\u2018You are responsible for avoiding collisions with other people or objects \u2013 including aircraft, plan your flights beforehand if necessary.<\/p>\n

\u2018You must keep your drone at least 150m away from a congested area (such as residential streets, town centres etc].<\/p>\n

\u2018You must not fly your drone within 50m of a person, vehicle, building or structure, or over groups of people at any height.’<\/p>\n\"DJI<\/a>\n

Demand for drones is set to rise further in coming months, said Ben Redhead, head of buying at Firebox.com, who predicts that media coverage over privacy concerns will boost sales by keeping them in the public eye.<\/p>\n

Maplin Direct\u2019s MD added: \u2018Along with creating a new twist on film footage, people are clearly taking a keen interest in drones for photography purposes as it allows a new angle on producing never-seen-before images.<\/p>\n

\u2018One of the biggest changes that we have seen is the improved quality in the cameras, with drones being able to record full HD video, and with high-resolution 14-megapixel cameras.\u2019<\/p>\n

CAA sees\u00a0drone enquiries rise, but\u00a0warns of\u00a0<\/strong>penalties\u00a0<\/p>\n

The Civil Aviation Authority (CAA) this week told AP it has already seen \u2018significant interest\u2019 from members of the public asking whether they need permission to fly one, which, provided they are not used commercially, they don\u2019t.<\/p>\n

There are tough penalties, though, for breaking the rules.<\/p>\n

A drone user can face paying a heavy fine, and thousands in court costs, if they break the civil aviation laws, which are underpinned by the Air Navigation Order.<\/p>\n

Unsurprisingly, if a drone puts an aircraft in danger, the operator could end up in prison. Earlier this year, Robert Knowles was fined \u00a3800 for flying a home-made drone near a bridge in Cumbria.<\/p>\n

He was also found to have flown the device in restricted airspace over a nuclear submarine facility.<\/p>\n

The CAA was awarded \u00a33,500 costs over the incident, which occurred in the summer of 2013.<\/p>\n

Knowles, from Barrow-in-Furness, became the first person in the UK to be successfully prosecuted for the dangerous and illegal flying of an unmanned aircraft.<\/p>\n

\u2018Breaching some of these rules may only result in a fine, while others \u2013 such as \u201crecklessly endangering an aircraft\u201d \u2013 can result in a custodial sentence,\u2019 a CAA spokesman told AP.<\/p>\n

\u2018Penalties imposed are purely up to the discretion of the magistrate\/judge.\u2019<\/p>\n

Police analysed video footage taken by a camera fitted to the drone used by Knowles and found it had flown over the busy Jubilee Bridge in Barrow-in-Furness, and \u2018well within the legally permitted 50 metres separation distance required\u2019, before landing in water.<\/p>\n

Last year, a photographer from Lancashire was cautioned for using a drone for commercial gain without permission.<\/p>\n

He had sold quadcopter footage of a school fire to media organisations.<\/p>\n

Meanwhile, a drone carrying a camera and mistletoe recently injured a photojournalist inside a TGI Friday restaurant in New York, reported the Brooklyn Daily<\/em>.<\/p>\n

The TGI Friday drones are apparently designed to encourage dining couples to kiss.<\/p>\n

In AP’s survey,\u00a0241 of the 406 respondents said they would like to try drone photography if they had the chance.<\/p>\n

AP approached Currys, which also sells drones, but no one was able to comment at the time of writing.<\/p>\n
